Written by B. Guy Peters, a prominent expert in the field, the book argues that the new institutionalism comprises eight variations on the theme of institutional analysis. In the past decade there has been a major growth of interest in institutional theory and institutional analysis in political science. There are, however, a variety of different approaches to the new institutionalism' and these approaches rarely address the same issues. Historical Institutionalism •Institutional organization of the polity or political economy as the principal factor structuring collective behavior ("structuralism") •State (or others) not as a neutral broker among competing interests but as a complex of institutions capable of structuring the character and outcomes of group conflicts 9 Cultural theory partly pre-empts the criticism raised by the new institutionalists by pinning down endogenous preference formation and by contextually repatriating concepts like functionalism and rationality. Moreover, cultural theory's typological approach can be assessed as a very promising version of the new institutionalism.
